Latics boss Paul Dickov told the club website: "I have seen Cedric play and I am sure he will bring a lot of quality. "Hopefully he will be a good acquisition and I would like to thank Arsenal for allowing him to join us." On his move, Evina said: "It is important for me to get some proper first-team football.
